If you do want to decrease IDLE temps (which IMO is completely pointless) you need to either force a fan curve that never allows the fans to go to 0 RPM or increase case airflow so that the case I recently bought a new laptop (literally yesterday) and noticed very high cpu temperatures during idle and gaming.
